Titanium was first discovered by William Gregor (clever English scientist) in 1791 and named by Klaproth in 1795.
Impure titanium was prepared by Nilson and Pettersson in 1887; however, the pure metal (99.9%) was not made until 1910 by Hunter by heating TiCl4 with sodium in a steel bomb.
Therefore, funnily enough, it was found in England. As to your first question, I think you must mean Titanium alloy (made of Titanium and various other elments, the most common alloy being mainly aluminium with traces of titanium) as no one can really be stupid enough to ask what Titanium (as in the element) is made of.
